I've always thought about the concept of prosecutorial discretion.
When laws and codes are written, different levels of enforcement of the law should be considered.
ie.
what if this was enforced at 100%, 50%, not at all?
what if every time you actually exceeded the posted speed limit your car would phone the cops and issue you a citation?
with technology these considerations are becoming more and more important.
I'm open to your insights, or you can insult me.

There are legal statutory mandates for different crimes, and all felonies. There are also ways around those. I rarely asked for the max sentence and never got it. For example, Florida law requires a 2 year drivers license suspension for anyone convicted of marijuana possession (at least it used to, and I suspect it still does) I never once had anyone convicted of marijuana possession for that reason. (Diversion program for a dismissal) This was 25 years ago, back when many had different attitudes about marijuana.
That is not the case with every DA.
