Justice 40 goes far beyond being just an "environmental justice" plan. It seeks to reshape society and communities under the guise of bringing equality and such to them. The Biden administration squandered hundreds of billions on this radical Leftist, DEI, injustice during his term.
For the first time in our nation’s history, the Federal government has made it a goal that 40 percent of the overall benefits of certain Federal climate, clean energy, affordable and sustainable housing, and other investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution.

So, while the Left and MSM were bitching about the hypothetical use of Project 2025 by Republicans, they were shoving an equally radical and destructive plan down our throats. The worst part of this is that it threw away billions upon billions of dollars of our money on bullshit and nonsense with zero return on investment. The vast majority of money wasted on this plan simply disappeared.
