Depends on what they do afterwards. Buying the stock in and of itself isn't necessarily socialist. Buy it then injecting government into the company's operations is. It's less clearly socialist than

EV mandates
Renewable energy mandates
Forcing companies out of business (like the oil, gas, and nuclear industry)
Wholesale grabbing of corporate profits

Public ownership of the means of production is socialism by almost every definition you just posted.
The government owning part of intel would meet the definition of socialism unless you have suddenly decided that socialism is a great thing because Trump is doing it so it can't be socialism.
