Depends on what they do afterwards. Buying the stock in and of itself isn't necessarily socialist. Buy it then injecting government into the company's operations is. It's less clearly socialist than

Forcing companies out of business (like the oil, gas, and nuclear industry)
Wholesale grabbing of corporate profits

Statist capitalism is a form of socialism. Government doesn't have to own the means of production for socialism to occur, it only needs control of what is being allowed to be produced for that.
