A meaningful gun law, would be one like the Swedish once had, every adult has to have an Assault Rifle, get regular practice, pass tests to show they know the laws around their use, and be prepared for national defense, as well as acting as a Posse for civil defense from outlaws.

I am told that they have lost this ability, in most urban areas, but in the Rural areas, it still somewhat exists.

When they had that system, there weren't any Rogue Gunman, because they'd be shot dead very quickly.

Meaningful gun laws in America would mean more military style weapons in the hands of citizen's 24/7, with the appropriate training and civics commitment.
