This deal isn’t much different than a similar deal offered a year ago with similar Arab support, however, Netanyahu rejected it. What changed this time was when Israel bombed Qatar, Trump’s plane donors, Trump got pissed which scared Netanyahu relevant to Trump previously given him full reign.

What changed was:
1. Israel bombed Hamas leadership in Qatar and indicated they'd gladly do it again and again.
2. Israel openly declared they were going to actively invade and take over the entirety of Gaza.
That left Hamas with few options other than give in and accept a peace deal on Israeli / US terms or fight to the death which would be a one-sided affair just as it had been to date. Hamas blinked first.
