Moving from phase one to later phases where trump was going to have to convince foreign powers to help support the plan was always going to be difficult. If another phase one fails, I fear it will be impossible.

Both Biden and trump have gotten phase one truces. There is a long distance between a phase one truce in Gaza, and total peace in the entire Middle East.
