Well, in the case of this trucker, the state illegally issued him a CDL so they can be held libel for damages stemming from their actions. If I were one of the victims I'd sure as hell be suing the state for it.
The other thing that happens in California, and this occurs in AZ too, is that accidents among the uninsured and illegals often go unreported as these two groups don't want the authorities involved.

I understand it's a common practice in Third World shitholes for people involved in crashes to jump and and run (if they alive and able to) because they fear incarceration while awaiting a court hearing, though it is often intertwined with other immediate fears such as mob violence, police harassment, or bribery demands.
