Photo controls are routine in secure government spaces.

In October 2025, the Treasury Department (adjacent to the White House) issued a specific directive to its employees: "refrain from taking and sharing photographs of the grounds, to include the East Wing, without prior approval." The stated reason is security: photos could reveal sensitive items, including security features or structural details that terrorists could utilize to plan attacks in the future.

The Presidential Emergency Operations Center, (PEO was built in 1942 under FDR to conceal wartime operations. It will receive security enhancements and modifications as part of the rebuild. These are explicitly covered by private funds, with the U.S. Secret Service providing non-monetary support (e.g., design input). A White House Office of Management and Budget memo confirmed the project continued unaffected during the October 2025 government shutdown because it's privately financed.

The "bunker rebuild" (more accurately, security enhancements to the Presidential Emergency Operations Center, or PEOC, beneath the White House East Wing) is not being done at public expense as part of the current construction project.

The overall East Wing renovation, including demolition, the new ballroom, office modernization, and "bunker" upgrade, is privately funded through donations from corporations, wealthy individuals, and President Trump himself.
