Republicans have had control of both chambers of Congress for 20 out of 28 years since then.

Just did it in my head, it's possible I might be slightly off. But the bottom line is Republicans really suck at governance.
Democrats don't like to pass budgets. They prefer to bury their largess in never ending CRs.
Republicans are the only ones trying to pass budget legislation. Democrats are the ones preventing it. It's easier for them to bury their largess in massive CRs. Be less dishonest and stupid looking.
Republicans control all three branches of the legislature and executive.
You could pass a bill tomorrow.
You could easily eliminate the 60 vote threshold in the Senate as long as you are willing to give up the power to play games with your own shutdowns whenever a Democrat is president.

False. The Republicans MIGHT be able to override and violate Senate rules with "the nuclear option." But Susan Collins, Rand Paul, and Lisa Murkowski have all stated they would vote against it - so it would fail.

The Nuclear Option in fact isn't an option. The Republicans don't have the votes for it, and McConnell opposes it.

I said three branches between legislative and executive. It takes all three to pass and sign legislation into law.

Passing legislation is purely up to the legislature. The President can veto - but that is his only involvement. You can't pass the buck on the Schumer Shutdown.
