Yes he did. Why did you make that claim here? It is about what Trump said in the interview about Zhao. He said he did not know who he was. That tells you that someone else in his admin has the power of the pardon, which only a president is supposed to have. So Miller is autopenning pardons without Trump knowing. I bet you can figure out how wrong that is.
