It is normal for POTUS NOT to visit disaster sites immediately after the tragedy for a reason that makes sense to everyone unless you are stupid.
A POTUS, coming in to an area, draws a lot of resources, closes a lot of roads and airport traffic and more. They are a distraction who ADD NOTHING to very real efforts going on but certain POTUS (ex potus) are selfish and do not care about and want a photo op.
If you are not that selfish POTUS you wait a few weeks until and then go in.

It isn't his job to "take command" of a medical emergency, this is why we have EMTs. Just as I wouldn't expect you to help either. As I said... Well, the guys that went in to help him, even in suits, were actually the medical staff at the WH... so. Yeah. Two guys nearby caught him, then the medics came in (you see them enter from the left) those folks also got out of the way. But DU... You'd be there telling them what to do, because you need to "take command" of the "room"... <smh>...
