I sure as hell wouldn't be taking the word of some Senator on a video as the basis to tell some superior officer I wasn't going to carry out some order because it's illegal. That's for damn sure! In fact, if I were standing there in front of my unit as a senior NCO and somebody asked me about it, I'd tell them those senators are full of shit and if you value your naval career you'll ignore their ramblings. Do as ordered and question something that's questionable afterwards. Unless the order is clearly illegal, and even then, you better check that with the rest of the khaki before you say no, you carry it out.
 
No. If you murder at the command of senior authority, you will be charged with murder. Questioning it afterward will avail you nothing.
