No, it's not.....but it's not like the Cheeto Jeezus regime, where he says jump and the Judicial branch says how high. For better or worse, the Judicial is separate from the Executive .... that's how Nixon was about to have his ass handed to him before he resigned. Garland wussed out, and it cost this country dearly, as we are now seeing.
