He was trying to make an arrest of an armed suspect . The suspect used that weapon on him. She may have just wanted to break his legs rather than getting the car high centered on him.

Regarding the two shots through the open window as the car went past:
Adam’s vs. Speers (2020): Once Speers was no longer in the path of the vehicle, the justification for the use of deadly force ended.
Orn vs. City of Tacoma (2019): A reasonable jury could conclude that once Orn was no longer in the car’s trajectory, the threat of serious physical harm to him was eliminated.
Cordova vs Aragon (2009): Where the officer had moved out of the way of the oncoming vehicle, the use of deadly force was not justified.
Villanueva vs. Cali (2021): a reasonable jury could conclude that the Officers used excessive force, because they lacked an objectively reasonable basis to fear for their own safety, as they could simply have stepped back or to the side to avoid being injured.

Fact: he tried to maintain a position to move in to the other idiot with his hand in the window. He could have just continued to side step. FACT: Once on the side as the car is moving AWAY from him, he was not in danger.
Had they called in the regular cops with a description, patrol cars would have picked her up. That's standard police procedure. Attempting to flee arrest is not grounds for use of deadly force. If you can prove otherwise legally, do so. If not, spare us all your insipid stubbornness.
