She moved the car heading right, away from the agent, the bullet holes reflect he shot from the left implying he had moved out of the direction the car was heading. And being told to get out of the car doesn’t merit being shot, they had the license and could have dealt with her later

Because you say so. Not impressed. Fact is this douche bag was interfering with law enforcement officials while they were lawfully executing their authorized duties. Anyone with a working brain however knows thats never a good idea but as the article points out brain activity in that one was low.
