Obama and George Bush were constitutionally authorized by Congress to wage a global war on Al Qaeda and it's terrorist affiliates. Are you too young to remember the Global War on Terror military authorization?
Congress deemed those terrorists a direct threat to the people of the United States.
 

A president cannot take war‑authorization power away from Congress by claiming a veto right.​

Here’s why, in clear constitutional terms:

  • Declare war
  • Raise and support armies
  • Fund military operations
A president cannot “wrest” that authority away because it is explicitly assigned to Congress.

A veto is a negative power, not a positive one.

It allows a president to stop a bill, but it does not allow him to:

  • Reassign constitutional powers
  • Rewrite statutory authority
  • Claim new powers Congress did not give him
Even if a president vetoed a congressional restriction on military action, that does not give him the authority Congress holds.

Congress gave the President limited authority to act against other countries militarily unilaterally with the War Powers Act.

I don't think it will get to Trump's desk because Speaker Johnson won't allow a House vote

No explain why someone who claimed to be a Libertarian with a strict constitutionalist philosophy like yourself has never started a thread or consistently posted opposition to Trump's ongoing military threats to Venezuela for more attacks and putting American boots on the ground

I don't think it will matter since Trump--or any other President--will veto it and Congress lacks the votes to override the veto,
