Senate votes to block Trump from future military strikes on Venezuela

Obama and George Bush were constitutionally authorized by Congress to wage a global war on Al Qaeda and it's terrorist affiliates. Are you too young to remember the Global War on Terror military authorization?
Congress deemed those terrorists a direct threat to the people of the United States.
