Block the car from movement by placing military vehicles directly in front and behind the activists vehicle. Pry bar open the hood and yank the battery wires and shut down the engine. Block them from exiting the vehicle by placing cargo straps around the car, to hold the doors shut.
Jack the vehicle up on these things, and push it to the side of the road, with the occupant still inside.
Let the ICE personal complete their job.
When the federal Marshal arrives, shatter the driver's window with an auto-punch, then read the rights to the arrested driver. Cuff them through the car window.
Then, take the cargo strap off, remove the arrested activist. Transport them en mass directly to an airport in a military transport. Fly them in a military transport to a state 1000s of miles away, to be held in a federal prison, for trial in special INS / ICE Federal courts.
Get an out-of-state multi-vehicle hauling truck to take the vehicles 1000 miles away, to sell them at Auction.
After conviction, Fine the Activist for the cost of all the equipment and towing, and inform them that their vehicle is forfeit.
After prison time, the Activist should be banned from owning a car or having a driver's license.

If needed, they could wrap a tarp over the top the car, cutting off the views out of the windows, hold the tarp in place with the cargo straps which hold the doors shut, then spike a fitting through the roof, and fill the vehicle with CS gas.
