She is not being charged criminally. In fact, she has been released with no charges possible. She was arrested for being an illegal alien, but is in fact a US citizen. The "bullshit" excuse that was going to get her out of immigration detention was that she is a US citizen. They do not release illegal aliens who are autistic, or need a wheelchair.
She was accused of trying to avoid ICE, not of engaging with them. Illegal aliens rarely attempt to engage with ICE, and that is what they arrested her for, being an illegal alien.
US citizens are "above the law" against being an illegal alien.
They already wrote up a report that she was an illegal alien trying to avoid ICE. It turns out that she is not an illegal alien, but rather a US citizen, and it is to late to rewrite the report to say she was the exact opposite. They literally have nothing to charge her with.

Her claims she needed a wheelchair was not to avoid arrest for being an illegal alien, but to get to keep her wheelchair while being arrested. Her claims of being autistic was to explain why she was not engaged, and responding quickly.
The problem with that story is that it is the complete opposite of their original story which had her doing everything to avoid them. Do you see what I am saying?
Again, that is not what the original report says. Originally ICE said that she was an illegal alien, trying to avoid contact with them. They saw her driving along, at the speed limit, which apparently is suspicious these days, so decided to chase her. She tried to avoid them, confirming their suspicions from driving the speed limit that she was an illegal alien.
For your new narrative to work, we would have to believe that ICE was lying originally.

She was engaged by ICE for driving the speed limit, and not engaging with ICE. The valid reason for driving on a road going the speed limit is that she is a law abiding citizen, trying to get to a doctor's appointment. Remember part of the reason they targeted her was she was not targeting them. She was just one of the hundred million or so drivers on the road that day. As long as she had a drivers license, that is all the valid reason she needs.
The first part of her biography is she was born in the USA. That makes her a US citizen, and means that ICE had no right to arrest her as an illegal alien.
Did ICE even have the right to pull her over? Their reasons were she was darker skinned, driving the speed limit, and not engaging with them. None of that is illegal.

Not true. Public lands can be restricted too. For example, she can't just drive onto a military base. The same holds true for public roads. There are laws regarding use, and you cannot just park your car and ass wherever you want.

She said they also dragged her by her arms, face down, from her car to an ICE vehicle, even while she was screaming at them about suffering from disabilities.
"I now cannot lift my arms normally," Rahman said. She claimed the agents never read her rights, and the Trump administration never charged her with a crime.
The conditions she witnessed inside the Minneapolis-area ICE facility were even more concerning, Rahman said. Outside of the center, she saw hordes of "black and brown bodies" being mushed along by screaming federal agents.
"I continued to hear the word bodies, because that is how agents referred to us," Rahman said.
"You have no reason to think you will make it out alive if you are already being called a body," she added.

No, a military base is not part of what is generally considered "public lands".
You know what is government property, more particularly state government property, license plates. It is illegal for ICE to move license plates from car to car. The license plates do not belong to them.
The roads are also government property. It is illegal for ICE to cutoff this woman's car, for no crime.
Remember what got her in trouble in the first place was obeying traffic laws. What about ICE obeying traffic laws?
