Does the PA state constituion bar the use of no-excuse absentee ballots?
Pennsylvania’s constitution does not explicitly bar no‑excuse absentee or mail‑in voting. What it does contain is older language that historically listed specific excuses for absentee voting (illness, disability, being out of the county, religious observance, etc.). Some challengers argued that because the constitution listed excuses, the legislature could not authorize no‑excuse mail voting without amending the constitution.
