Then what rationale is there for Black history to be separate from the rest of history? I can understand it being a specialized area of history, but not one that is done by public separation and treated as separate.

Bullshit! Black history is a part of history. In general histories, like taught in K-12, there should be some inclusion for important events where Blacks, or others, were involved. Specialized history isn't the point of teaching history in general education classes.
