Not a lawyer, but it appears the key element is an "overt act". In this case, showing harm under 18 U.S.C. § 119. Again, not my area of expertise. All I know is the FBI and Texas Rangers won't act unless harm is shown.

It doesn't. It has to do with the intentions of you and your online friends across state borders and your conspiracy to commit a federal crime.

"friends" = online fellow conspirators. To commit harm. You've confessed to it before including doing it to others. You are a credible threat who has posted his intentions several times, even if not always explicitly.
