Dutch Auntie's heavy methamphetamine use undoubtedly has a major influence on his rapidly declining mental health. The combination of heavy ETOH and methamphetamine use and TDS has destroyed Dutch Auntie. He really should get back on his anti paranoia medications. Not a lawyer, but it appears the key element is an "overt act". In this case, showing harm under 18 U.S.C. § 119. Again, not my area of expertise. All I know is the FBI and Texas Rangers won't act unless harm is shown.
