Let's start with "honorable discharge." This shows a lack of knowledge on how the US military works. Bush was a commissioned officer. Officers aren't honorably discharged or receive any sort of discharge. They are commissioned and they are either dismissed from service by the military / government for cause or they can resign the commission. If they retire, their commission remains in place and they can be recalled to service.
Bush's unit flew the F-102. In 1972, this aircraft was being retired from service. Bush's unit and the pilots in it, had yet to be retrained on some other aircraft. If Bush was seen as surplus to the unit--likely given his junior rank and status--there was no need for his presence. It's far more likely he was in a non-flying status and whether he took his annual flight exam or not that wouldn't have changed.
Bush likely got permission to go to Alabama and the assignment there was merely perfunctory as he was in the national guard. He likely just checked in with them--much as John Kerry had to with the Bainbridge MD reserve center--while he was there.
Because the likely reason was Bush was in a non-flying status due to lack of anything to fly he was trained on.
