Only about 100,000 government jobs have actually been lost. mostly through "deferred retirement" crap. There has been a hiring freeze but those jobs haven't been cut, as in nobody has been fired or laid off, they are just unfilled through general churn in employment.
So no, not even close to being all government jobs.
