It doesn't. It "mentions" state regulation of elections, a purposeful limitation on federal powers. As an underlying guide post of the government, this limitation used to be more important to Republicans than it was to Democrats.

Biden was fine for his whole term. Trump has never been fine. In this case, he said something that anyone should have been able to figure out was a bad idea. He cannot. He is unfilttered and illogical. He says such crazy things and such aggressive and mean things. He insults and slurs every time he speaks.
A slight disagreement. A president who does their job correctly ages more quickly serving as president. It's a stressful job and I refuse to vote for anyone in ill health or over 65 to be President.
Yes, Biden has a stuttering problem which often comes out when he's tired or stressed. However, due to his age, even though he exercised regularly, I'm pretty sure he wasn't as functional as his 65-year-old self back in 2008.
The stress on Trump this year is clearly showing in his behavior. It's affecting his already poor health. While it's possible he could die in office, thanks to medical science, he'll probably be removed from office and live for a few more years in isolation like happened to Reagan.
