Any areas open to the general public remain accessible to federal agents, including ICE, just as they are to any member of the public.
ICE agents derive their authority from federal statutes (e.g., 8 U.S.C. § 1357), and the U.S. Constitution’s Supremacy Clause (Article VI) makes federal law the “supreme Law of the Land.”
This preempts any conflicting state or local law that would obstruct federal officers from performing their duties.

I seem to recall every Maga/neocon/fibbertarian/alt-right reprehensible wailing like banshees in 2008 when a few members of the self proclaimed "New Black Panthers Party" showed up at a Philadelphia polling station as watch dogs against another "Brooks Brother's Revolt" during the 2000 election. They never stormed a station or committed any real crime.
But now they're throwing rose petals in front a woefully trained section of our immigration dept., who have been recorded performing numerous violations of state, federal and Constitutional law in the name of corralling rampant violent crime by illegal immigrants. Yet to date not even the conservative think tanks can validate the basis of the claims by the Cheeto Jeezus regime.
