Yet, past presidents have issued similar nationwide executive orders--ones where they demanded state compliance with the threat of withholding federal funds. This time it's on how voting can occur (no mass mail-in balloting) rather than gun control, the speed limit, or something else.

They weren't unconstitutional then, they aren't now. All a state has to do is stop accepting federal funding in whatever form is attached to the executive order and they can go on doing what they're doing. But states--particularly blue ones--are addicted to federal money so...
