No, it doesn't apply to any tragedy. Illegal immigration is in and of itself a crime. We should strive to remove all illegal aliens from the country on that basis alone. They are criminals and have ZERO right or need to be here. 100% of ILLEGAL immigrants / aliens are criminals, by definition.

Thus, they are criminals committing additional crimes beyond their original one. That isn't "scapegoating." It is rational fact. It is you that are making an irrelevant appeal to relative privation. Your argument is, essentially, one of, Well, legal citizens and immigrants commit crimes too. We should make sure everyone, legal and illegally here, answers for those crimes... In the case of illegal aliens, they shouldn't be here to begin with. They are already criminals as well. Removing them removes the possibility they will commit additional crimes. We can deal with our own criminals, but we shouldn't have to deal with a bunch of imported criminals as well.
