The truth is, the Senate took over the power completely. They turned advice and consent into they have to aaprove it and will rewrite the treaty. You may not have been out free when McConnell fucked up Obama's nuke treaty. But the right kept it from being exempt from Trump's tiny little hatreds.

The president has the right to negotiate treaties, but two thirds of the Senate is required to ratify a treaty. Tariffs were not thought at the time to be part of treaties, so are completely under the authority of the Congress.
of course tariffs are part of treaties.

and full Congress has no say.
 
The Constitution clearly says that Congress has the right to set tariffs, and that individuals have the right to freedom of speech. If one right can be taken away by proposing an international agreement, then why not the other?
