Humans have biases, and subconscious, that can steer them to hiring the person who looks like their son, their prior country men, etc, etc.

In a world were there are only a tiny percent of jobs that will have someone you can assert is the "most qualified" and where by resume numerous people are, it is the soft subconscious decisions, often unrecognized to the one's hiring that make the decision
