I agree that we need to have safety nets for the truly needy-the problem is that those safety nets have become pacifiers for too many. The abuse in the food stamp program alone points to the fact that government, under the current system, fails to manage such programs well.
I believe the phrase is "It takes a village to raise a child."Didn't someone else tout how "community" could help families become stronger and more self sufficient years ago?
