What is the reason for the "flash mobs"? Have you heard about those lately? Why are they all black?

Why were there Black Panther thugs at polling booths where one of them was holding a club and saying to white voters "You are about to be ruled by a black man" and nothing was done about it? Do you consider that racism or not?
