nearly every state has a rule in it's criminal code of procedures that instructs police officers to use all reasonable force necessary to enact an arrest, including lethal force. Most police department policies do not address the use of a taser as a defense weapon, which allows police to use a tazer as a control weapon. Most police officers get qualified immunity for any injuries you might suffer due to the force used by them in arresting, detaining, or 'maintaining law and order', which means that if you suffer permanent brain damage to the point where you're nearly a living vegetable and that police officer followed department policy, he/she is not going to suffer any punishment whatsoever in causing your injury.
The above means that the state will and can tell you what to do whenever it wants to and will not suffer any punishment whatsoever for it. The state considers you weak sheep that from time to time must be taught the lesson in who can use force and violence to keep you herded along the path. but lately there's a twist......
over the last few years, police and governments have suffered personally due to incidents of violence incurred when those state forces have come across someone who is actually trained in combat.....thus the DOJ has implemented a new program to provide officers with de-escalating these conflicts in order to prevent death and injury to state forces. Most idiots are going to think that this is a victory to keep police from responding with violence, but they would be so wrong....

Developers of the pilot program, to be launched at 15 U.S. sites this year, said there is an "urgent need" to de-escalate crises in which even SWAT teams may be facing tactical disadvantages against mentally ill suspects who also happen to be trained in modern warfare.
"We just can't use the blazing-guns approach anymore when dealing with disturbed individuals who are highly trained in all kinds of tactical operations, including guerrilla warfare," said Dennis Cusick, executive director of the Upper Midwest Community Policing Institute. "That goes beyond the experience of SWAT teams."
for those with any intelligence, reading between the lines should be easy. This person is saying that using overwhelming force is considered the norm in keeping you sheeple in line, but with combat trained individuals, fear is the factor that should no longer be factored in, so 'de-escalation' is required to avoid death and injury to state forces.
The state does not consider you dangerous and they should. This is the result of decades of bullshit 'non violent resistance', along with numerous court cases that punish violent resistance to authority and encourage non violent resistance......which isn't punished as harshly.
