By the beginning of the 20th century, what the region needed most was a freight rail tunnel. Passenger access was improved in 1908 and 1910 with the construction of the Hudson & Manhattan Tubes and rail tunnel to Pennsylvania Station.

This shows that there was already tunnels in the NYC area. More were planned, and those were being built too. The PWA money just sped up work in progress. Construction continued all the way to 1957 by the way...
