Nobody challenges any of your statements but that has nothing to do with whether a primary is a government election.

All those (primarily Democrats) who complained believed the party was trying to manipulate the system to nominate Clinton. Turns out this was true and was against the concept of the party remaining neutral on this issue. Because Barney was not a Democrat or campaign for other Democrats does not allow the party to treat him different under current rules.

However, those who think Sanders was cheated are just making loser claims. Hillary won 2 million more votes than Barney and was clearly the choice of most Democrats.

The problem is the weakness of political parties. If a person wins a majority of delegates they are the party nominee regardless of their past affiliation, issue stands, criminal history.......The parties used to nominate candidates without popular votes and refuse to renominate a candidate who did not support the party.

Bernie is an independent. The Democratic party allowed him to run as a Dem. They allowed him to debate Hillary on stage. It was a format paid for by the Dems. Bernie got national attention because the Dems allowed him to debate. The rules were decided by the Dems. Bernie could have refused to debate her and he would have faded from the limelight. Bernie has no complaint. He never was close to beating her.
 
I forgot to mention, sometimes primaries are government elections. There are plenty of nonpartisan elections, in which the primary is a government election. If one candidate in these elections does not get over half of the votes, the top two face off in a general election.

Whereas this is true, no candidate wins without the vote of the Independents. Which is what happened with Hillary. It doesn't matter what anyone thinks about being 'cheated'. Sanders would have gotten the Dem base in the general, along with the overwhelming majority of Independents.

Short sighted on the part of the Dem. party. But that's hindsight. Hillary was the most qualified to run the country. Her baggage was simply too much to overcome.

Not quite accurate. In theory, he felt that running as an Indy would split the Dem ticket. I'm sure he started out wanting to pull Hillary to the Left. He never dreamed he would garner the support that he did, and it got way bigger than anyone dreamed it would. Had anyone ever dreamed that trump would make such a clown show out of the election, Dems might have gone with Bernie.

Of course, Comey's thumb on the scale really harmed the entire process.

Independent votes are needed in the general election but not so much in the presidential primaries and caucuses. I disagree about Sanders getting the votes of independents or even as many of the Democratic base as Clinton. There were many who voted for Clinton who said they would not vote for Sanders.

Trust me...they would have voted for Sanders. There were many Sanders Indies who voted for trump. I don't believe the Dem base would have stayed home for this election, the way the youth/black voters did.

The issue is if Bernie would have run as an Indie.

A nonpartisan election does not hold a primary because no parties are involved. Maybe you are referring to a blanket primary like in CA, LA, or WA. In those all candidates run on the same ballot rather than separate Dem or Rep primary ballots. They still run under party labels (except independents) and the top two appear in the general election ballot or, depending on the state, the top candidate wins office if he gets over 50%. But there are not plenty of those. Some states hold nonpartisan elections for offices like school district and city officials in which no party labels are used and therefore no primary is held.

In Wisconsin, state supreme court justices are elected on a state wide ballot. It is a non partisan position, although people are well aware of the ideology of the candidates. There is an election coming up with 3 candidates. It is consistently being referred to as a primary election in the news media, with the top 2 vote getters advancing to the general election. Perhaps the news media people don't know what they're talking about, but they seem well informed.
