There's a lot of traffic in the area. Lots of flashing lights which are difficult to gauge distance at night. As the post below demonstrates, there's a lot of departures and arrivals into Reagan at night along with flights in and out of Dulles.

Tower calling out traffic is good, but the pilots may has seen the wrong aircraft. Obviously not the correct one since they ran into it. Additionally, the CRJ would have been descending so it would have been harder for them to see under their nose and the helicopter pilots looking above them.
