I think the airlines need to get together and put a $20 a ticket surcharge for as long as the shutdown lasts. They could pay ATC while the government is shutdown. Airlines would save money by not losing airline ticket sales when airports slow down 10% because of lack of ATC. I don't think it is sustainable to continue to ask ATC to work without pay. The ATC may not even have enough money to fill their cars to come to work. I'd let them keep whatever the airline paid them even if the Federal Government decides to pay them (It will.) after the shutdown is over. That would tend to make all the ATC want to work. They would be getting double time it would be good for the airlines and most of the flying public would gladly pay a temporary surcharge to stay safe and fly on time.
