A simple google provides the facts...

"Alligator Alcatraz" is the informal name for a migrant detention facility in Florida that was built on the site of the Dade-Collier Training and Transition Airport, a facility originally intended to become the world's largest airport for supersonic jets before development was halted due to environmental concerns. The airstrip, dedicated in 1947, was later used for precision-instrument landing and training for military and private pilots before being repurposed for immigration detention.
Original Purpose:
The site was developed in the mid-20th century with plans to build a massive international airport, envisioned as the "Everglades Jetport".
It was intended to support supersonic jets and was dedicated as part of a national park in 1947.
Subsequent Use:
After the original airport plans were abandoned in the 1970s due to environmental issues, the airstrip became a precision-instrument landing and training facility.
It was used by the Civil Air Patrol and the U.S. Air Force, as well as private pilots. "

The motivations of others eludes you and is replaced by your fantasy "evil" opponent. Off color jokes aside, I know of not even one person who wants alligators to eat any detainees. Though if I were to play your game, the only people hoping for such a thing are the left, as they hope "when" it happens it will cause no end of trouble for the Trump administration.

Giving people the motivation of a cartoon supervillain is fun, but not very meaningful. It doesn't progress the conversation in any meaningful way. Though your "friends" will clap you on the back and think you are "wise".

Ya see my post above as you are delusional.

If you think Magats are setting up prisons in allegator infested swamps out of coincidental innocence and have no ill intent you are even more brain washed than i thought.

I expect next you will claim they have no ill will in sending migrants who have done no crimes while in the US, some who were going thru the legal process, to Cecot for a life sentence when they would get no such punishment even if tried and jailed in the US.

I am sure in your need to always absolve magats and blame the left you will say it is Dems who are the ones who are bad there.
