al=Qaida was accussed of the 9/11....In the immediate aftermath of the attacks, the U.S. government decided to respond militarily, and began to prepare its armed forces to overthrow the Taliban regime it believed was harboring al-Qaeda.

First, if you want to stop terrorism .. stop using it.
Drones are tools, not much different than knives and guns....terrorism is the INTENTIONAL targeting of civilians to instill terror...
Secondly, the military is unsuited to fight terrorism. The success rate of the military stopping terrorism is abouy 7%.
International police agencies do a far better job of stopping it.

The study by the RAND Corporation, a think tank that often does work for the US military, also urged the United States to drop the "war on terror" label.
