The main point, I take it, is that the FBI is under constant attack by Trump and his minions in Congress, and the article tries to fit this into a broader picture of general decline of the FBI in recent years.
I find that quite unconvincing. The crux is the FBI's Trump-Russia investigation which started in July 2016. That wasn't primarily an FBI initiative or a whim of Comey - all the major intel agencies had serious concerns, but the FBI was the only one that could legally investigate it within the US. Imo they would have been failing in their duty if they hadn't done so. Whether there was collusion or not, the matter had to be cleared up.
