So there are no republicans in Congress that aren't 'partisan'?

When have republicans or democrats not wanted to win the WH when the other party held that seat?
the problem is the extent of the desire to unseat obama is such that the business of the nation is not being done
When has a legislative leader of either party stated publicly that their main focus is to defeat the incumbent two years before the election?

Each time that leader ran against the person who currently occupied the White House. This whole idea that they didn't have the goal to defeat the person in the WH is just nonsense.
This is seriously one of the most inane arguments I have ever seen.
The democrats wanted to defeat Bush in 2004, they said so, and they ran somebody they thought could defeat him because that was their goal...
To try to state otherwise takes way too much purposeful ignorance for me to swallow as a serious subject.
Republicans have refused to even allow votes on President Obama's jobs bill in the Senate; they dragged their feet on the aforementioned payroll tax and even now are holding up a transportation bill with poison-pill demands for the White House on environmental regulation.

And that is what makes the world go round in politics! You see, we have a representative republic and a two party system, so it's often the case, the two parties disagree. One side doesn't get to ramrod what they like through Congress, while the other side helplessly accepts. They have to work with each other, find common ground, use some give and take, and eventually come to a point of agreement. This is where "leadership" comes in. Some politicians are skilled enough leaders, they can find ways to work with their enemies. Obama continues to campaign against his enemies and insult them with every breath... not the best way to encourage cooperation.
Since 2008, the Democrats have totally abandoned the idea of a two party system, and decided they had the power to do whatever they pleased. This worked okay for a couple of years, until they lost their bulletproof status. Now, all the Liberal pipe dream legislation is being rejected, and you want to stomp your feet and claim it isn't fair. Sorry, life's not fair sometimes, and that's just how politics work in America.
So the GOP's refusal to compromise isn't a factor in the current gridlock?
It's just as much a factor as Democrats refusal to compromise. That doesn't mean we lay the blame at the feet of the Republicans. We have to look at who is in leadership, who is "driving the car" now. Ronald Reagan made sweeping tax reforms, with a majority DEMOCRAT Congress! Of course, he didn't do it by running around the country in perpetual 'campaign mode' calling his rivals all sorts of names and insulting them with every breath. Bill Clinton, while certainly no Ronald Reagan, managed to add Welfare Reform to his stellar legacy, against the will of his own party. Here are two examples of leaders who managed to get things done, in spite of opposition. So we know this is possible, and can be done.... we just don't currently have a leader capable of it.
So name the bills Democrats refused to compromise on.
BTW - This thread has to be the longest discussion about an easy to spot "No Duh!" moment that I have ever seen.
When have republicans or democrats not wanted to win the WH when the other party held that seat?
should not governing the nation be their top priority
Well the biggest one was the health care bill. They wouldn't even allow Republicans to speak during the committee hearings. Obama gathered them at the White House to wag his finger in their faces and tell John McCain the election was over. Don't you remember all of this? Let's not pretend the Democrats have been sitting there with unmelted sugar in their mouths, waiting for the mean old Republicans to tell them what they need to do to reach compromise. You railroaded as much liberal bullshit unconstitutionality down our throats as fast as you could for two years, and now you want to pretend life ain't fair because you don't get to keep on doing it! Fuck you, and fuck Liberals!
This is more about turning our democratic government into a corporate controlled fascist government. It's about driving our economy and the standard of living for the middle class down to that of a third world country. When the conservatives get done we'll have 2 classes, the desperate poor and the fabulously wealthy. At that time Dixie will change sides.
Propaganda is a powerful tool.

The RNC and DNC exist to win elections.
