Epstein was sentenced to 18 months, but spent 14 months of that on day release. The Republicans in Florida made a special deal with Epstein that he would be allowed to hire the local police as his employees, require them to wear suits, and have them act as guards/security. It made a mockery of the concept of serving time.
He was later arrested by the Federal Government. He asked his old friends William Barr and trump to give him the same privileges, but they could not. So while serving time, again, he killed himself. So the last one off that list to serve time was Epstein. He killed himself while serving time.
Or she could accept bribes. If you do not pay high level people a reasonable salary, they will become corrupt.
I am not saying $174k is too low, but it definitely is not too high. It is about as low as you can get reasonable people at that level to work.

I'd rather have Uncle Sam buy an apartment building and treat it like a BOQ. It could be on one of the military bases for security. Not all are always in town, so there'd be no need for them to have a permanent place.

Then we have the next question, if he were killed, who would have killed him. William Barr got Epstein his first real job, with Barr's father. Epstein had flunked out for college his freshman year, but for some reason, Barr's father hired for one of the most elite private schools. This was such a bizarre decision, it got Epstein fired by the board of directors. Barr was with Epstein for the rest of their lives.
Until Epstein ended up in a facility run by his good friend, Barr. Then when Epstein died, who was it that took over the investigation... The main suspect, Barr.
