I have been combing through RCP looking for the article that cited that, with no luck. It would seem to make sense, though, since the bulk of people who seek party membership are looking to gain access to a network of patronage and career advantages. They basically just have to promise not to embarrass or betray the party. It's a rigorous application process involving essays—much like applying for college.

Thank you for trying. But it does make sense actually. Some people just seek to climb up the hierarchy for more power and success.
