What is the standard to make judgments?

The standard is "unfalsifiability". For a religion to not be able to be shown to be false, it must remain entirely unfalsifiable, e.g. Christianity, Islam, Buddhism, etc...

Religions that make themselves falsifiable tend to be falsified in short order. The top examples of these are Global Warming, Climate Change, Marxism (socialism, communism, Marxist anarchism, etc..). The first two are falsified logically per their dogmas. Marxism is falsified concretely through demonstration of its denial of human nature, reflected in its rejection of economics.
