Only chimps, dolphins, elephants and I think one other animal have passed the test.

There are probably some animals that are more intelligent than humans, but without the desire to communicate, progress is impossible. I don't think self-awareness itself matters.

As far as supporting the war goes, I'm not sure how you got that from me.
