That is because drugs are here. You have to deal with them realistically The Dems want rehab facilities and drug assistance. As long as Americans use drugs, somebody will supply them. There are billions of dollars to be made.
Jail does not solve drug problems.

The present system has been in effect since Nixon and the problem just gets worse.
My personal solution would be to legalize some, make others so illegal that getting caught gets you life, and for those legalized we do this:
In order to use them you have to get a "Drug Abuser" license. The license is very low cost, and that fee can be waved for the indigent. With one you can abuse the legalized drug of your choice to your heart's content. The license also stipulates YOU are responsible for all costs associated with use, including side effects and the cost of health care and emergency services if these become necessary. YOU pay for all that.
The license is also public information and can be used as a reason to deny employment or fire someone if they obtain one while employed. If the employer doesn't care, that's fine too.
For drugs, manufacturers are required to meet veterinary grade standards to keep the costs down. They have to be licensed to manufacture the drugs. For dealers, they get a "Drug Dealer's" license. They are required to keep records and can only sell to licensed drug abusers. Prices are monitored to ensure they are kept reasonable, so abusers don't have to resort to crime to pay for their drugs and paraphernalia.
Anyone getting caught outside this system goes to prison and drug rehab for decades on a first offense. Play by the rules or you are on permanent timeout. The cost of playing within the system is low and the cost of breaking the rules is onerously high.
The idea here is legalize and stigmatize drug use. Make it horribly unfashionable to use drugs. Since you have to be licensed, and it is public information, many, even most would avoid using drugs due to the potential stigma and loss of employment associated with it.
