No hyperbole, he said it just as it is! They are literally disregarding Article 1 Sec. 7 of the Constitution, to "PASS" a bill by "deeming" it passed! It's the only loophole they can find to allow them to use Reconciliation in order to pass major social legislation, something that Reconciliation has NEVER been used for! It is indeed, Unprecedented Unconstitutionality!
