Trump as the Chief Executive decides the procedure. I showed the "official" one is based on an executive order by... Wait for it...
THE PRESIDENT!
I think it's frivolous and stupid that Trump would just handwave a bunch of classified documents as unclassified but he can. I also think it's incredibly, absurdly, stupid some of the stuff that gets classified.
For example, this document that was originally classified "Secret," later downgraded to "Confidential," and then finally declassified.

That's an example of gross overkill on classifying documents. "Confidential" might have been warranted at one time, but "Secret?" no fucking way! Aircraft procurement decisions about publicly known models of military aircraft, doesn't warrant a "secret" classification.
If they were truly "declassified" then why did twump lie about returning them? Why did he claim "The FBI planted evidence"?
Sorry, man. You're just wrong.

"Facts First: Trump and his team have not provided any proof that Trump actually conducted some sort of broad declassification of the documents that ended up at Mar-a-Lago – and, so far, his lawyers notably have not argued in their court filings that Trump did so. Eighteen former top Trump administration officials, including two former White House chiefs of staff who spoke on the record, told CNN in August that they never heard of a standing Trump declassification order when they were serving in the administration and that they now believe the claim is false. The former officials used words like “ludicrous,” “ridiculous” and “bullsh*t.”"
