Hyperinflation is generally considered an annualized inflation of 10,000% or higher. Welfare is generally adjusted once a year, so it would be possible for someone to be getting 1% of the minimal amount of welfare.
The people who generally do the best are people not on fixed incomes. Anyone who can adjust their salaries every day would do very well. Basically the young, agile, urban population does well. The older people are out of luck.
But it really does not matter. There is no reason to think we will see anything close to 10,000% inflation.
